Each time, developing the next generation of processors for the computer market, Intel and AMD architecture  create a special low-power systems ( Intel Atom or AMD Jaguar) .  Only recently, ARM figured out how to combine the low power and performance.  This is the concept of architecture big.LITTLE.  As part of a SoC-assembly creates two separate clusters: one of the most productive core, the second not very powerful, but consume little energy.  When you need peak performance, powerful core work, you need a minimum consumption - the problem being transferred to a cluster of low-power cores.
